Faced with this increased pressure and following a string of Union defeats, Lincoln determined the abolition of  slavery was as much a militiary imperative as a moral one. Finally, in the summer of 1862, he issued a preliminary Emancipation Proclamation, to take effect on January 1, 1863, which would free slaves in those states which remained in rebellion. With this action, Lincoln changed the purpose and tone of the war, which would now be fought as much for freedom as preservation of the Union. As the war drew to a close, Lincoln and others, realizing the Proclamation's limits as a war-time measure, began to push for a more formal end to slavery. In December, 1865, the Thirteenth Amendment to the Constitution was ratified, permanently abolishing slavery in the United States. [details] Posted: 17 Feb 2014 12:05 PM PST  Baltimore Ravens star, Ray Rice is in HOT WATER for a domestic incident where he ALLEGEDLY KNOCKED HIS WIFE unconsious in an Atlantic City hotel! DETAILS!!!  Via DeadSpin: Baltimore Ravens running back Ray Rice was reportedly involved in a domestic dispute and arrested early Saturday morning at Revel, an entertainment resort in Atlantic City, N.J., in an incident that a tipster claims was more violent than his camp is letting on. The Baltimore Sun broke the story that Rice had been arrested, charged, and released. His attorney, Andrew Alperstein, claimed that Rice's fiancée had also been arrested in connection with the incident, which he described as a "very minor physical altercation." That may be so; Atlantic City police aren't returning calls on the matter right now and the casino declined to comment on the incident. According to our tipster, though, word at the Revel early Saturday morning was that a woman—presumably the fiancée—had spit on Rice and that in retaliation, he uppercut her, knocking her completely unconscious. The Atlantic City Police Department provided a report regarding the incident. Rice and his fiancée, Janay Palmer, were each booked for simple assault. On Saturday February 15, 2014 at 2:51am Atlantic City Police responded to Revel Casino for a domestic dispute. Uniformed Officer Cuong Sam and Officer Bryon Hargis met Revel Security at the porte-cochere and were escorted to both parties involved in the incident. The male and female involved were identified as Raymell Rice and Janay A. Palmer. After reviewing surveillance footage it appeared both parties were involved in a physical altercation. The complaint summons indicates that both Rich [sic] and Palmer struck each other with their hands. The responding officer signed a simple assault complaint against both Rice and Palmer. Both Ms. Palmer and Mr. Rice refused any medical attention as no injuries were reported by either party. The couple were transported to the Atlantic City Police Department holding facility and charged with Simple Assault-Domestic Violence. They were both released on a summons to appear in court. | Posted: 17 Feb 2014 11:27 AM PST  So judging from LAST NIGHT'S episode of #RHOA, Mama Joyce is STILL on her CRUSADE to get Todd out of the picture and make her daighter's LIFE miserable. Mama Joyce went as low as to try to PAY someone to SET Todd up in compromising positon with a female to PROVE the Kandi that he has CHEATING WAYS. ANd she went as far as to THREATEN Carmon---AGAIN. Mama Joyce spoke to 'Sister2Sister' about her CLAIMS that Todd is a two-timer and her accusations seem very FLAWED! Get the DETAILS HERE! In a new interview with Sister 2 Sister, Joyce claims that she doesn't see Tucker as a man who's worthy of her daughter.  "I would like a real man, a man that just looks at her and thinks that she's the prize, the way I look at her." Joyce claims that it doesn't matter what kind of job any man who dates Burruss has, but she then claims that Tucker's job is a problem for her because he is a freelance worker. "He could be a postman. He could be a police officer. He could be a fireman…As long as when she marries him, he don't quit his job," said Joyce. "If he was working a full job, if he was a full production person that has full benefits and all that, I'd be happy." Tucker's job isn't the only thing Joyce has a problem with. She also claims that, during a taping of "The Kandi Factory," she saw Tucker getting suspiciously too close to another woman from "The Sisterhood," another show that he worked on. "I thought it was unusual for a woman to come visit there and talk to him," she said. As for Carmon, Joyce also claims that she once saw Tucker and Carmon getting cozy together at dinner. "Todd and Carmen were sitting at a table, all head to head talking. I'm trying to figure out what they got to talk so much about that they got to be head to head," she said. "They were eating off the same plate, drinking out the same glass." Although she didn't see it herself, Joyce claims that she was told that Carmon was also spotted sitting in Tucker's lap. Since then, Joyce has been highly suspicious of Tucker, so much so that she even admitted that she did indeed offer her eyewitness money to set up Tucker. "If you can get those kinds of pictures, I'd pay for that. I'd pay for that. Kandi would not believe it unless she saw the pictures," she said. Joyce says she stands by her thoughts on Tucker. However, Joyce does apologize for threatening to beat up Carmon at Burruss bridal gown fitting. "I was so angry about [the rumors] and then for her to disrespect me, I forgot about the fact that I was on TV. I apologized to fans or anybody that thought of me as a mom or as an adult, I apologize for that. That was not me. I was so full and fed up. I did not have control of me. I do apologize for that. That's not my normal character, but what I would say is that I love my daughter. There's nothing I won't do for my daughter." And Mama Joyce is back on her BS again! WATCH HERE! OK. For starters, didn't the show flow JUST FINE with limited sightings of Phaedra and Porsha? I'm just saying. Let's JUMP RIGHT IN! Kenya it was quite TACKY to send an eVite to the 'guest of honor' of your charity benefit without TALKING to the person! I am sure NeNe has assistants. For all she knows, they could've been the ones to open the eVite. Also Cynthia's 'OFFICE'. If you want to keep up with the time zones might we suggest some CLASSIER looking clocks and also maybe some better signage and not just some cardboard paper taped under each clock. Let's go in on Mama Joyce. She is back on her SHIT again, and when Todd checked Kandi for not handling situation, the water works begin. If she would've stopped all the foolery from DAY ONE, this would not still be occurring. And the BALL. Kenya should have called NeNe personally to invite her. And she should have let her know she wanted her to speak. So she got what she got. But NeNe should've been the BIGGER PERSON and just accept the responsibility since it WAS for a charity she was so INTO in earlier seasons, not its relegated to one of MANY she supports. Really?
